Yes, indeed! There's a mailing list available that everyone is welcome to subscribe to. Newsletters are sent out once per day carrying all news items of that particular day. To manage your subscription, go to http://freshmeat.net/account/ , click "Edit user account", and make your selection under "Daily update".

Of course, you can also subscribe just to specific projects which interest you.
